Proposals for Operation of the Army Annex, September 12, 1944.
This is a typewritten document entitled "Proposals for Operation of the Army Annex.” The proposal was formulated at a meeting attended by Dr. George Stephens, Superintendent of the Royal Victoria Hospital; the Montreal Neurological Institute’s (MNI’s) Dr. William V. Cone, Dr. John Kershman, Dr. J. Preston Robb, Dr. Francis L. McNaughton, and Dr. Wilder Penfield; as well as Miss Eileen Flanagan, the MNI’s Nursing Supervisor. The document outlines how the additional patients, who will be housed in the proposed new Military Annex, will be cared for. The group proposes that laundry, food, and heating for the new Military Annex be provided by the Royal Victoria Hospital (RVH), that building maintenance be provided by either the RVH or McGill University, and that the MNI staff attempt, as much as is possible, to provide medical services to the additional patients. However, the group also proposes that the military provide additional medical staff to assist in patient care, and that the MNI charge the military for the housing and medical care provided to each of the additional patients in the same manner as had previously been the case. The proposal is dated as having been drafted on September 12, 1944.
