In the letter, Mackenzie sets out five points concerning his department’s relationship with the Montreal Neurological Institute and how he expects that relationship to continue in the future. In particular, Mackenzie writes that his department was willing to continue paying the institute to care for military patients, but that it was unwilling to accept Dr. Penfield’s proposal for an expensive expansion of the institute, costing between three and four thousand dollars per new bed.
