to help & prosper his honest endeavours, & crown with Success his unremitting, exertions for the performance of his Duty.

At the Same time that he relies on the candour of such Gentlemen as read the following sheets, not to censure & condemn the proceedings, or the principles on which these proceedings were not only adopted but carried into effect, by private murmurings & indirect insinuations, but call the writer to an open & public account for anything that may (to them) appear to require such; as surely they have the right so it shall be his province to provide they shall have the means by laying this before them[.]

It may be necessary to premise, that this journall should have been commenced on his first arrival here (8th Septr 1800) but as he was necessitated to go about from one post to another untill the 15th of November he thought it best to begin from that date, although he took minutes of all his previous transactions, which are at the Service of any gentleman that may have a wish of perusing them[.]
