This is a typewritten letter from Dr. Frank Cyril James, McGill University’s Principal and Vice Chancellor, to Dr. Wilder Penfield. Dr. James begins the letter by explaining that he is enclosing a letter he received from Alexander Ross, Deputy Minister of National Defence, concerning the fees which the Montreal Neurological Institute (MNI) was planning to bill the Department of National Defence for caring for military patients housed in the Military Annex being constructed adjacent to the MNI. Dr. James explains that he and Mr. Ross had decided that the per diem rates were to be negotiated by a small committee composed of Dr. Penfield; Dr. Jonathan Campbell Meakins, Dean of McGill’s Faculty of Medicine; and one or two experts from the Department of National Defence. However, before the committee meets, Mr. Ross wants Dr. James to provide him with a detailed overview of the charges proposed by the MNI. Thus, Dr. James requests that Dr. Penfield, after consulting with Dr. Meakins, supply him with a detailed memorandum concerning the care, services, and facilities provided by the MNI, as well as their cost. The letter is dated December 6, 1944.
