This is a typewritten letter from Wilder Penfield to McGill University’s Principal and Vice-Chancellor, Frank Cyril James. In the letter Dr. Penfield explains that he has enclosed an analysis of patient crowding at the Montreal Neurological Institute as well as a proposal for the construction of a wartime annex at the institute to deal with the increased numbers of military patients. Having revised the analysis several times, Dr. Penfield believes that the university needs to be firm about the level of acceptable crowding. Furthermore, should the federal government not agree with their analysis and refuse to fund the construction of an annex, he believes that the university should make a public statement about the government’s position and limit the number of military patients admitted to the institute in the future. The letter is dated February 11, 1943.
